Senate votes to tighten sanctions on Iran

WASHINGTON (AP) ? The Senate endorsed stringent new sanctions on Iran's energy and shipping sectors in a fresh attempt to hobble the Islamic Republic's economy and hamper its nuclear ambitions.

Ignoring White House opposition spelled out just hours before the vote, the Senate voted 94-0 on Friday for a package of punitive measures that would end sales and transactions with various Iranian domestic industries.

The sanctions build upon penalties that Congress has passed ? and President Barack Obama has implemented ? that target Tehran's financial and energy sectors.

Officials in Washington argue that the sanctions have undermined Tehran's economy and robust oil sales, thwarting its suspected pursuit of a nuclear weapon. Iran insists its nuclear program is for peaceful purposes.

The overwhelming bipartisan vote on an amendment to a sweeping, $631 billion defense bill reflected fears about the Iranian threat and the United States' unwavering support for its closest Mideast ally Israel.

Shortly before the vote, the powerful pro-Israel lobby, the American Israel Public Affairs Committee, urged senators to back the sanctions.

"We must continue to apply unremitting pressure on Tehran until it complies with its international obligations and ends its pursuit of nuclear weapons," AIPAC officials wrote in a letter.

Sens. Bob Menendez, D-N.J., and Mark Kirk, R-Ill., who have shepherded sanctions bills through Congress, sponsored the latest package that also would close a major loophole ? the ability of Iran to circumvent sanctions and barter oil for precious metals. Turkey has been bartering gold for oil.

"The most recent sanctions are working toward crippling Iran's economy but Iran hasn't quit trying," Menendez said on the Senate floor.

The sanctions would designate Iran's energy, port, shipping and ship-building sectors as "entities of proliferation" and sanction transactions with these areas. The legislation also would penalize individuals selling or supplying commodities such as graphite, aluminum and steel to Iran, all products that are crucial to Tehran's ship-building and nuclear operations.

In a memo from the National Security Council just hours before the vote, the administration argued that the new sanctions were unnecessary, duplicative and "threaten to confuse and undermine" provisions in current law.

Specifically, the administration complained about the omission of waivers that would give the president more flexibility, ambiguities that would make implementation difficult and requirements for congressional reports on thousands of small and mid-size vessels that dock at Iranian seaports that were too burdensome.

The Associated Press obtained a copy of the memo.

Senate Armed Services Committee Chairman Carl Levin, D-Mich., acknowledged the administration's reservations and said he hoped lawmakers could address those concerns in crafting the final version of the bill.

The legislation also would designate Islamic Republic of Iran Broadcasting and its president as human rights abusers for broadcasting forced televised confessions and show trials.

The president has 90 days from the legislation's enactment to act. The bill does include the authority to waive the sanctions based on national security.

The overall defense policy bill for next year authorizes money for weapons, ships, aircraft and a 1.7 percent pay raise for military personnel. The total is $4 billion less than the House-passed bill, and House-Senate negotiators will have to work out the difference in the closing days of this year.

Late Thursday, the Senate revived a divisive debate over civil liberties and the president's powers as commander in chief, voting that Americans citizens suspected of terrorism and seized on U.S. soil may not be held indefinitely.

A coalition of liberal Democrats and libertarian Republicans backed an amendment that said the government cannot detain a U.S. citizen or legal resident indefinitely without charge or trial even with the authorization to use military force or a declaration of war.

The Senate voted 67-29 in support of the measure sponsored by Sen. Dianne Feinstein, D-Calif., chairwoman of the Senate Intelligence Committee, and Sens. Rand Paul, R-Ky., and Mike Lee, R-Utah. The strong bipartisan approval sets up a fight with the House, which rejected efforts to bar indefinite detention when it passed its bill in May.

Ignoring a White House veto threat, the Senate also voted Thursday to add to its restrictions on Obama's authority in dealing with terror suspects.

Lawmakers approved an amendment that would prevent the transfer of detainees held at Guantanamo Bay, Cuba, to prisons in the United States. The vote was 54-41, with several Democrats vulnerable in the 2014 elections voting with Republicans.

Sen. Kelly Ayotte, R-N.H., argued that the 166 terror suspects, including Khalid Sheikh Mohammed, the self-styled mastermind of the Sept. 11, 2001, attacks, should remain at the U.S. naval facility and not be transferred to any facility on American soil.

Responding to Ayotte, Feinstein said the United States not only can but has handled terrorist suspects, with 180 now languishing in super maximum prisons. Feinstein complained that the measure would erase the president's flexibility.

In fact, the administration, in threatening to veto the bill, strongly objected to a provision restricting the president's authority to transfer terror suspects from Guantanamo to foreign countries. The provision is in current law.

Last year, Congress' approach to handling terror suspects divided Republicans and Democrats, pitted the White House against lawmakers and drew fierce opposition from civil liberties groups.

Current law denies suspected terrorists, including U.S. citizens seized within the nation's borders, the right to trial and subjects them to the possibility they would be held indefinitely. It reaffirms the post-Sept. 11 authorization for the use of military force that allows indefinite detention of enemy combatants.

Why Shouldn't You NOT Camp?

Camping is a great way to spend some time with nature and to relax. More and more people are being pulled to spend more time in the outdoors, and if you have not gone camping yet, then you have missed out on one of the best things in life! SAN JUAN, Puerto Rico (AP) ? Family, fans and fellow boxers said goodbye Tuesday to Hector ?Macho? Camacho at a memorial and wake for the slain former world champion fighter known for his flamboyance in and out of the ring.

Hundreds of people took pictures and filed past Camacho?s open casket, displayed inside a gymnasium decked out for the occasion with black carpet and curtains. The boxer wore white, along with a large gold crucifix and a necklace spelling out his nickname, ?Macho,? in capital letters.

First up were members of his immediate family, including his mother, Maria Matias, who wept and caressed her son?s face in the coffin, which was draped in a Puerto Rican flag. ?They killed him,? she wailed at one point.

Camacho was shot Nov. 20 while sitting in a parked car with a friend outside a bar in Bayamon, his hometown. The friend died at the scene and the boxer three days later after doctors removed him from life support. Police have said they have suspects but have not yet arrested anyone for the shooting.

After the family came a cross-section of Puerto Rican society that included parents with children in strollers, the elderly, road crew workers in neon safety vests, U.S. soldiers in uniform and a who?s who of Puerto Rican boxers.

As the service began, hundreds of people stood and clapped for nearly a minute. ?What time is it?? someone in the crowd yelled. ?It?s Macho time!? the crowd responded.

?Everybody loved him here in Puerto Rico,? said Henry Neumann, the secretary of the U.S. island territory?s sports and recreation department. ?He is one of those athletes who transcended the barriers of his country not only for his skill inside the ring but for his personality.?

Hundreds of people waited patiently outside as officials closed the doors temporarily for the service. Loud salsa music pounded from speakers nearby, and a couple of vendors handed out Puerto Rican flags. Inside, people took advantage of the more than 30 former and current world boxing champions from Puerto Rico, yelling at them to come over for a picture or an autograph.

Above Camacho?s casket was a large screen that showed some of his most famous bouts, along with clips of TV shows in which he appeared.

Camacho, who was 50 when he died, left Puerto Rico as a child and moved to New York. He went on to win super lightweight, lightweight and junior welterweight world titles in the 1980s and fought high-profile bouts against Felix Trinidad, Julio Cesar Chavez and Sugar Ray Leonard. He had a career record of 79-6-3 and was a showman in the ring, chanting ?It?s Macho time? before fights and wearing garish jewelry.

He battled drug and alcohol problems throughout his life and had frequent run-ins with police. When he was shot, police found an open package of cocaine in the car and nine unopened packages on his friend.

?No one deserves to die in such a manner, especially someone that has brought so much glory to Puerto Rico,? said Jose Penagaricano, the former president of the island?s boxing commission.

A police officer in Bayamon, Raul Nazario, recalled at the wake how he saw Camacho one day and drove over in his squad car to greet him, but the boxer fled. Later, out of uniform, the officer said he ran into him again and they exchanged a laugh and Camacho posed with him for a photo.

?For Puerto Rican people he was something great,? Nazario said.

Many of those in attendance had similar personal encounters. Doris Correa, a 71-year-old from the town of Vega Baja, showed a photo she took of Camacho in the 1980s, when her family and his happened to be camping in the same campground in the island?s southwest. At one point, he grabbed a microphone, declared ?it?s Macho time,? and began singing for everyone. ?Back then, we didn?t know what karaoke was,? she said. ?He invented it.?

Boxer Juan Manuel ?Juanma? Lopez, one of several dozen fighters on hand to say goodbye, recalled Camacho?s dazzling speed in the ring. ?He was definitely a showman,? he said. ?It was something grandiose.?

The president of the World Boxing Organization, Francisco Valcarcel, said Camacho opened the door for many other Puerto Rican boxers.

?No one in this world is perfect, and Macho was not perfect,? he said. ?But Macho paved the road.?

The memorial and wake was scheduled to last two days.

Camacho?s godson, Widniel Adorno, said the boxer?s body will be flown to New York on Thursday, and that a funeral is scheduled for the weekend.

Far-right leader pushes Hungary to draw up list of Jews

BUDAPEST,?Hungary?-- A Hungarian far-right politician urged the government to draw up a list of Jews who pose a "national security risk", stirring outrage among Jewish leaders who saw echoes of fascist policies that led to the Holocaust.

Marton Gyongyosi, a leader of Hungary's third-strongest political party Jobbik, said the list was necessary because of heightened tensions following the brief conflict in Gaza and should include members of parliament.

Opponents have condemned frequent anti-Semitic slurs and tough rhetoric against the Roma minority by Gyongyosi's party as populist point scoring ahead of elections in 2014.

Jobbik has never called publicly for lists of Jews.

"I am a Holocaust survivor," said Gusztav Zoltai, executive director of the Hungarian Jewish Congregations' Association. "For people like me this generates raw fear, even though it is clear that this only serves political ends. This is the shame of Europe, the shame of the world."

Between 500,000 and 600,000 Hungarian Jews died in the Holocaust, according to the Holocaust Memorial?Center?in Budapest. According to some accounts, one in three Jews killed in Auschwitz were Hungarian nationals.

Gyongyosi's call came after Foreign Ministry State Secretary Zsolt Nemeth said Budapest favored a peaceful solution to the Israeli-Palestinian conflict as benefiting both Israelis with Hungarian ancestry, Hungarian Jews and Palestinians in Hungary.

Gyongyosi, who leads Jobbik's foreign policy cabinet, told Parliament: "I know how many people with Hungarian ancestry live in Israel, and how many Israeli Jews live in Hungary," according to a video posted on Jobbik's website late on Monday.

"I think such a conflict makes it timely to tally up people of Jewish ancestry who live here, especially in the Hungarian Parliament and the Hungarian government, who, indeed, pose a national security risk to Hungary."

Gyongyosi apologizes
Gyongyosi, 35, is the son of a diplomat who grew up mostly in the Middle East and Asia -- Egypt, Iraq, Afghanistan and India -- and whose office is decorated by Iranian and Turkish souvenirs. He graduated with a degree in business and political science from Trinity College in Dublin in 2000.

He worked for four years at the Dublin office of KPMG, then returned to Budapest in 2005. He has been active in Jobbik since 2006 and became their representative in parliament in 2010.

The government condemned the remarks.

"The government strictly rejects extremist, racist, anti-Semitic voices of any kind and does everything to suppress such voices," the government spokesman's office said.

Laszlo Kover, the Speaker of parliament, who is from the ruling Fidesz party, also issued a statement on Tuesday in which he called for a tightening of house rules that would allow a sanctioning of such behavior.

Gyongyosi tried to play down his comments on Tuesday, saying he was referring to citizens with dual Israeli-Hungarian citizenship.

"I apologize to my Jewish compatriots for my declarations that could be misunderstood," he said on Jobbik's website.

He later told a news conference that he would not resign and considered the matter "closed," national news agency MTI reported.

King maker?
Jobbik's anti-Semitic discourse often evokes a centuries-old blood libel - the accusation that Jews used Christians' blood in religious rituals.

"Jobbik has moved from representing medieval superstition (of the blood libel) to openly Nazi ideologies," wrote Slomo Koves, chief rabbi of the Unified Hungarian Jewish Congregation.

Jobbik registered as a political party in 2003, and gained increasing influence as it radicalized gradually, vilifying Jews and the country's 700,000 Roma.

The group gained notoriety after founding the Hungarian Guard, an unarmed vigilante group reminiscent of World War Two-era far-right groups. It entered Parliament at the 2010 elections and holds 44 of 386 seats.

The center-right government of Prime Minister Viktor Orban has struggled to pull Hungary out of recession as many European countries suffer from an economic crisis.

Orban's Fidesz has lost more than a million voters since 2010, even though it is still the strongest political force.

More than half of Hungary's electorate is undecided and having retained its voter base, some analysts say Jobbik could hold the balance of power in the 2014 elections between Fidesz and the fragmented left-wing opposition.

    Stocks close flat after Bernanke remarks

    The Dow Jones Industrial Average slipped 7.45 points, or 0.06 percent, to close at 12,788.51, led by H-P . Bank of America led the blue-chip gainers.

    The S&P 500 eked out a gain of 0.92 points, or 0.07 percent, to end at 1,387.81. The Nasdaq gained 0.61 points, or 0.02 percent, to finish at 2,916.68.

    The CBOE Volatility Index, widely considered the best gauge of fear in the market, traded above 15.

    Among key S&P sectors, techs and energy lagged, while health care rose.

    Stocks logged their biggest rally in two months in the previous session, boosted by optimism for a "fiscal cliff" deal, a series of tax and spending changes next year that could push the economy into recession.

    On the economic front, housing starts gained 3.6 percent to a seasonally-adjusted 894,000, hitting its highest rate in more than four years, according to the Commerce Department. Meanwhile, permits slipped 2.7 percent. Pulte , DRHorton and Lennar gained.

    Among earnings, H-P reported earnings that beat expectations, but only after excluding a huge accounting charge relating to allegations of fraud tied to the acquisition of its Autonomy software unit. Shares plunged sharply to their lowest level in nearly 10 years. At least two brokerages downgraded their rating on the stock.?

    Best Buy tumbled after the troubled consumer-electronics retailer posted earnings that badly missed previously-lowered estimates, while revenue was slightly better than expectations.

    Campbell Soup declined after the canned soup maker posted lower quarterly earnings, hurt by charges related to its recent acquisition of Bolthouse Farms, but it reaffirmed its full-year forecast.

    Salesforce.com is scheduled to post earnings after the closing bell.

    Research In Motion climbed after Jefferies raised its rating on the BlackBerry maker to "hold" from "underperform" ahead of the smartphone maker's BlackBerry 10 launch.

    News Corp said it will acquire a 49-percent stake in the YES Network, the New York Yankees' regional cable sports channel.

    European shares ended in positive territory ahead of the expected euro zone approval of the next aid tranche for Greece.

    Meanwhile, ratings agency Moody?s Investor Service stripped France of its triple-A credit rating and placed it on negative outlook. Markets saw Moody?s move as heightening the risk of other triple-A-rated countries such as Germany and the U.S. being downgraded.?

    Twinkie maker Hostess to close down, sell brands

    (AP) ? Twinkies, Ho Hos and Wonder Bread are up for sale now that a bankruptcy judge cleared the way for Hostess Brands Inc. to fire its 18,500 workers and wind down its operations.

    A last-ditch effort to end a strike with Hostess' bakers union failed Tuesday night and Judge Robert Drain on Wednesday approved the company's request to shut down its business and sell the pieces to the highest bidder.

    Hostess lawyers told Drain that they needed to begin the liquidation process quickly to take advantage of a surge in outside interest in its brands, which in addition to its namesake include Nature's Pride, Dolly Madison and Drake's.

    Hostess, based in Irving, Texas, also wanted to quickly shut down because it has been spending about $1 million a day in payroll without any income since it halted operations last week.

    The company will send out termination notices to its employees on Wednesday, said CEO Gregory Rayburn.

    "Those employees now need to look for work," he said.

    Hostess said it plans to retain about 3,200 employees to help with the initial phase of the wind down. The entire process should take about a year.

    The snack maker's demise was years in the making. Management missteps, rising labor costs and changing tastes culminated in a crippling strike by The Bakery, Confectionery, Tobacco Workers and Grain Millers International Union.

    Hostess shut down its plants late last week after it said the strike by the bakery union hurt its ability to maintain normal production. The liquidation means the closure of 33 bakeries, 565 distribution centers, about 5,500 delivery routes and 570 bakery outlet stores, the company said.

    Management had said Hostess was already operating on razor-thin margins and that the strike was the final blow. The union, meanwhile, pointed to the steep raises executives were given last year, as the company was spiraling down toward bankruptcy.

    "This is a very hostile situation and in some respects rightfully so," Rayburn said.

    A banker working for Hostess said at Wednesday's hearing that brands typically fetch the equivalent of about a year's sales when they are sold off in liquidation. He noted Hostess' sales are in the range of $2.3 billion to $2.4 billion a year.

    The banker, Joshua Scherer of Perella Weinberg Partners, said that interest in Hostess' brands has come from companies ranging from regional bakers to major national retailers that have long sold Hostess products.

    "This is a once-in-a-lifetime opportunity to get iconic brands separate from their legacy operators," Scherer said during the hearing in U.S. Bankruptcy Court in the Southern District of New York in White Plains, N.Y.

    The company's initial announcement on Friday that it would move to liquidate its business prompted people across the U.S. to rush to stores and stock up on their favorite Hostess treats. Many businesses reported selling out of Twinkies within hours and the spongy yellow cakes turned up for sale online for hundreds of dollars.

    Hostess, founded in 1930, filed for Chapter 11 bankruptcy protection in January for the second time in less than a decade. Its predecessor company, Interstate Bakeries, sought bankruptcy protection in 2004 and changed its name to Hostess after emerging in 2009.

    ESA Meeting Rejects Lunar Lander Mission, Approves ExoMars Funding

    According to AFP, the meeting of the European Space Agency in Naples, Italy, has rejected funding for a proposed mission to the lunar South Pole, but has approved continued ESA participation in the ExoMars mission, now with Russia.

    European lunar lander would have tested precision landing technology

    According to the page on the lunar lander proposal at the ESA website, the European lunar lander would have touched down at the moon's South Pole in 2018. It would have tested precision landing techniques and conducted experiments. The project would have set the stage for European participation in further exploration of the moon, including manned landings. However, the ESA has determined that the project is of a lower priority and is currently not affordable.

    ExoMars has been approved

    The AFP story also reports that the ESA meeting has approved further funding for the ExoMars missions, to consist of an orbiter and a lander in 2016 and a rover in 2018. The project has been ongoing since 2005 and thus far 400 million Euros has been spent on it.

    American withdraw from ExoMars placed the project in doubt

    The Washington Post reported in February that abrupt budget cuts in the planetary science account at NASA imposed by the Obama administration had caused the American withdraw from participation in the two missions. NASA was to contribute $1.4 billion to the missions, which was hoped to lead to a Mars sample return.

    Russia steps in

    According to the AFP account, the ESA turned to Russia for help. The draft deal between the ESA and Russia would involve the latter contributing Proton rockets for the two missions. In return the Russians would get to choose some of the instruments on both the 2016 orbiter and the 2018 rover.

    ExoMars

    According to the ESA, ExoMars will consist of two missions. First, an orbiter and a lander would be launched to Mars on a Russian Proton rocket in 2016. While the orbiter examines the Martian atmosphere for traces of gases like methane, an indicator of life, the lander will touch down on the Martian surface and will examine the environment around its landing site. Another Russian Proton would launch a rover in 2018. The rover would carry a drill and other instruments that would carry out exobiology and geochemical experiments on Martian samples. When NASA was a participant, the rover would have been used to gather samples for an eventual sample return mission. It is unclear whether that aspect is still on the table.
